the case it self is in good condition, the bearing have some rust and will need to be replaced

If are buying a set of forks we do not warranty the seals to be good as some of this stuff may set on the shelf for a while, If a tank is being sold with a petcock, the petcock condition is unknown,  so assume it is no good, if it is good you got love,
